In order to publish a web site for use on the Internet, you have to first create the Domain Name you want people to use to find your web site.  The Domain Name for .com, .net and .org can be virtually anything as long as it is unique:

You can only use letters, numbers and dashes (-)
Minimum of 6 characters not counting the dot (.)
Maximum of 66 characters not counting the dot (.)
Domain names are not case sensitive
Cannot begin or end with a dash (-)
The naming system does not allow a name which has already been registered.

After you have created a unique Domain Name you have to obtain a unique IP address.  The IP address is assigned by the applicable Domain Name Registrar, or maybe the web site hosting service.

Generic Top Level Domains (gTLD) are .com, .net, .org, .mil, .gov, .edu and .int.  Special requirements exist for the use of .mil, .gov, .edu and .int.

Country Code Top Level Domains (ccTLD) are assigned by applicable authorities for each ccTLD.

A little known fact: The Tonga (.to) authority allows you to register a domain name for 100 years.
